If they wish to be game modded by community, why encruption is used, even more, why content packed?

This is the best way.You can apply here for taking care of the whole translation in your language. Since the devs might offer us game files for translation, this would be the easiest and most efficient way.

Any tools/instructions from DEVs to unpack the game content?
Seems to be encrupted (Some time be interested in that, that's requires some decruption key to unpack *.pak content in other games) & chunked game content.
